Consideration of and action on an extension of 2019 Sports Organization Utilization Agreements with Deer Park Pony Baseball until May 30, 2020.

Summary:
On March 5th, 2020, at joint meeting of the Deer Park City Council and Parks and Recreation Commission took place. During that meeting, it was determined by both participating groups that more time was needed in order to determine details related to tournament usage, field downtime, and maintenance operations.
The contract was first extended on December 3rd, 2019 by Deer Park City Council until January 31st, 2020 because staff had provided a comprehensive agreement to the organizations, however, there were several items that still needed to be discussed. It was recommended that City staff and the organizations meet to discuss these items.
It was further extended at the January 21, 2020 City Council meeting to March 31st, 2020 based on the discussions between City staff and the organizations, four major items were determined to need additional research and investigation. The items included tournament usage, public usage, maintenance operations and facility downtime.
During the aforementioned joint meeting, City staff presented on these four items and brought in a turfgrass expert, Dr. Chase Straw, from Texas A&M University to provide further insight into field downtime. The organizations were also allowed to provide a representative to provide feedback on the items. It was recommended that the City Council extended the 2019 Sports Organization Utilization Agreements until May 30th, 2020 to allow time for staff to meet with the sports organizations and Park and Recreation Commission to reach a compromise on tournament usage and final contract details.
