Consideration of and action on awarding the G105-04-01 Channel Improvement Project to Solid Bridge Construction.

Summary: 

At the May 19, 2026 meeting, City Council awarded the G105-04-01 Channel Improvement Project to Panther Construction, LLC however, after award the contractor denied entering into a contract with the City.  There is an agenda item tonight to rescind that award. 

Cobb Fendley & Associates, the engineer of record, has did further review on the remaining bidders.  Solid Bridge Construction had the 2nd lowest bid at $620,026.00 and Cobb Fendley reviewed their qualifications as well as contacted a few references and is recommending we award the project to them. They were contacted and told that the original award was being rescinded and asked if they were still interested in the project. They assured us that they are still very interested in the project and look forward to the award. 

As a reminder, channel G105-04-01 is the outfall drainage ditch on W. 13th next to the new Fire Station No. 1 that flows to Georgia Avenue along the golf course ponds.  The ditch is overgrown, due to lack of access for maintenance, which is impeding drainage in the area.  The scope of work includes bank stabilization, ditch regrading, outfall repair and replacement, erosion control and creation of a maintenance access area which will enable our Public Works crew to access and maintain the ditch in the future.

 

Fiscal/Budgetary Impact: 

This project will be funded out of the 2022 General Obligation Fund (Fund 310). 

 

Recommended action

Award the project to Solid Bridge Construction in the amount of $620,026.00.
