Consideration of and action on ratifying the City Manager’s authorization to make emergency repairs to the Railroad Avenue Lift Station.

Summary:
An emergency situation occurred that made it necessary to immediately replace the pump at the Railroad Avenue lift station. At this time, the lift station is operating with one pump which is a violation of 30 TAC 217 regulations. Failure to do so immediately could cause the sanitary sewer system to overflow which is a health hazard. Staff has located a company that can perform the replacement and have the lift station fully operational as soon as possible.
Because of the critical need for this repair, it was necessary to ask the City Manager for authorization to issue a purchase order prior to this presentation to City Council for ratification. Our purchasing policy allows for emergency repairs/replacements to be made, with the City Manager’s approval, without the immediate need to call an emergency Council meeting as long as the purchase is submitted to Council for ratification at a subsequent meeting.
The total cost for the pump replacement is $85,000.00
Fiscal/Budgetary Impact:
$115,000 was budgeted in 400-501-49130 to cover the cost of replacement of pumps at two lift stations. That work has not been scheduled yet, and as the emergency work takes precedence over the other two pumps, we are requesting these funds be used to cover the pump at the Railroad Ave. location.

Ratify the purchase of emergency repairs to the Railroad Avenue Lift Station.
