Summary:
The City of Deer Park Parks and Recreation Department solicited request for proposals from vendors to complete mowing services along newly built City maintained trails. The City received nine (9) proposals for mowing and maintenance of East Blvd medians, right of ways, and green spaces around additional Parks and Recreation facilities. Proposals received were from Yellowstone Landscape, Earth First Landscape, AW&D Construction & Maintenance, LLC., ELM Landscape Mgmt., Paige Management, LLC., Seril, Inc HBA Houston Grotech, Klean Kuts Lawn Care, Sal Esparza, Inc., Rotolo Consultants, Inc.
The contract is to begin October 1, 2025 and end on September 30, 2026. This contract has the option to renew up to 3 concurrent years.
The Parks and Recreation Department has evaluated the proposals received. The areas to be serviced are along East Blvd, various right of ways and additional parks and recreation green spaces in the City and it is critical that the contractor possess the proper equipment, personnel, knowledge and experience to undertake this contract. The City utilized the request for proposals method for this solicitation.
After reviewing the nine (9) proposals for mowing services from the request for proposal process, staff recommends that the mowing services be awarded to ELM Landscape Mgmt. for the amount and not to exceed $144,222.00. Please see attached RFP tab sheet and proposal score sheet.
