Consideration of and action on accepting completion of the Surface Water Treatment Plant Clearwell Transfer Pump, Ground Storage Tank (GST) and Disinfection Improvements.

Summary:
In August 2021, City Council authorized staff to seek bids for the Clearwell Transfer Pump, Ground Storage Tank and Disinfection Improvements Project.
This project had three objectives:
1. First, was to increase the amount of contact time between the water and the chemical disinfectant through the addition of baffles in the two (2) ground storage tanks located at the water treatment plant.
2. Second, the project increased the firm capacity of the Clearwell transfer pumps. The firm capacity is the capacity of water that can be pumped with the largest piece of equipment out of service.
3. Finally, the project converted our gas chlorine system to an onsite generation of hypochlorite.
In 2019, City Council approved Ardurra Group, for the design of this project. The design received approval from the Texas Commission on Environmental Quality in May of 2021.
Although three (3) General Contractors attended the mandatory pre-bid meeting, only one (1) contractor bid on the project through the Closed Sealed Proposal (CSP). CSA Construction submitted the only bid proposal at the bid opening held 12/09/2021.
On 02/01/2022 City Council approved moving forward with the project and awarded the work to CSA Construction. The final negotiated cost is $ $6,185,290.00.
The project has now been completed with a final construction cost of $6,433,060.00.

Recommended action
Accept completion of this project and release the retainage currently being held.
