Summary:
The Public Works Department was budgeted funds ($150,700) to create a robust Asset Management/GIS System. This process will involve several factors and possibly three different agreements with consultants. Tonight's agenda item is for two of those agreements, both of which are with WithersRavenel Innovations.
The first agreement, which is attached, is for $49,500 and covers:
* Task 1 - Modeling Development & Reporting Workshop
Consultant will build and optimize the infrastructure models with multiple budget scenarios and treatment options (proposed budgeted items will be presented in the 2025/2026 fiscal year budget).
* Task 2 - Managed Services
Following the delivery of the lifecycle model, the consultant will provide managed services for the ongoing support to the City to keep the models up to date as infrastructure is added or repaired.
The second agreement, which is attached, is for $46,600 and covers the Pavement Condition Index.
* Task 1 - Pavement Condition Survey
Consultant will provide a Pavement Condition Survey (PCS) of Deer Park streets. The purpose of the survey is to assess the overall condition of City maintained roadway segments. This includes riding each street segment following a nationally recognized distress identification manual to determine the severity and extent of fourteen (14) distresses used to determine the condition of each segment and the entire roadway network. The City owns and maintains approximately 110 centerline miles to be included in the survey.
* Task 2 - Report
Consultant will provide a report that describes methodologies, procedures and recommendations. Consultant will also provide a City street map with the PCS rankings by condition as well as a final GIS geodatabase in ESRI compatible format.
