Consideration of and action on an ordinance amending the Fiscal Year 2015-2016 Budget for the Disaster Declarations Fund.

Summary: In May 2015, flooding rains caused damage to the infrastructure near the Battleground Golf Course, including damage to the bridge and roadway servicing the maintenance facility and damage to two outfall pipes that function to release water from the lake on the golf course into a drainage channel maintained by the Harris County Flood Control District. The City has applied for funding under the FEMA Public Assistance Program pursuant to the Federal disaster declaration for Harris County following the event, and the City's projects were approved. The City established the Disaster Declarations Fund to track the associated revenues and expenditures related to this (and any future) disaster. Previously, the Fiscal Year 2015-2016 Budget for the Disaster Declarations Fund was amended to include expenditures of $48,000.00 related to the roadway project; however, during the fiscal year, the City expended approximately $215,000.00 related to the water control and drainage projects. While the City expects FEMA reimbursement of 75% of the total expenditures related to this project, that funding will not be made available until final completion of the project during Fiscal Year 2016-2017 (note: the City filed the final documentation in February 2017). The budget for the Disaster Declarations Fund should be amended for the Fiscal Year 2015-2016 expenditures related to these drainage repairs. A budget amendment in the amount of $214,900.00 is necessary to cover these project expenditures during Fiscal Year 2015-2016, to be funded from the unassigned fund balance of the General Fund, which is available for this purpose.
