Approval of Change Order No. 1 to Construction LTD on the Deer Park Animal Shelter and Adoption Center for the revised foundation pier installation.

Summary:  A contract for construction of the Deer Park Animal Shelter and Adoption Center was awarded to Construction LTD on May 5, 2016 for $2,240,668, well below the architect’s opinion of probable cost on February 21, 2017 of $3,016,796. 

Construction LTD was issued a notice to proceed (NTP) on July 5, 2017 for the construction of the new Deer Park Animal Shelter and Adoption Center.  The contractor installed the foundation subgrade comprised of select fil and began drilling the bell bottom piers when they encountered a wet sand layer that caused the bell piers to collapse.  Thinking that it might be a pocket of sand instead of a layer they tried a couple of other location and found the same layer.  They canceled the installation of the bell piers and requested the structural engineer redesign the pier system taking into account the sand layer and water table.  The structural engineer looked at a couple different options and recommended cased straight shaft piers.  Drilling a larger diameter straight shaft and casing them until the steel and concrete is placed is considerably more expensive. 

Attached is change order amount for the revised pier installation is $102,370.50, bringing the new contract amount to $2,343,038.50.

 

Fiscal/Budgetary Impact: 

$102, 370.50 out of Series 2015 Certificates of Obligation Bond fund
