Consideration of and action on an ordinance amending the Fiscal Year 2017-2018 Water & Sewer Fund Budget for waterline rehabilitation of the Dow Park waterline system.

Summary:
The water supply to City Hall currently connects from a waterline on the north side. If that line develops a leak or is otherwise damaged, water to City Hall must be shut-off in order to complete the repairs. Currently, a 4” waterline runs through Dow Park from the south. To avoid disruption to the City Hall and the Park water supply, which includes fire protection, it is prudent to also connect City Hall to this waterline in Dow Park, creating a looped system. Further, with the construction of a larger City Hall, it is prudent to upsize this line to a 6” HDPE waterline to maximize the effectiveness of the looped system. The line would run from P-Street through Dow Park and connect to City Hall from the south. The City proposes this looped system and upsizing to allow for fire protection to City Hall and Dow Park in case of water shut-off from either direction (north or south). The proposed cost of this waterline rehabilitation project is $105,811.12 from SKE Construction, Inc. through the Buy Board Purchasing Cooperative.
Fiscal/Budgetary Impact:
Increase the Fiscal Year 2017-2018 Water & Sewer Fund Budget by $105,820.00 to be funded by the contingency line item included in the Fiscal Year 2017-2018 Water & Sewer Fund. Contingency funds are available for this purpose.
