Title

Consideration of and action on an agreement with Ardurra Group, LLC for professional engineering services related to the residuals handling at the City of Deer Park Water Treatment Plant.

Summary:  The City of Deer Park Surface Water Treatment Plant creates residual solids through the normal treatment of drinking water.  The existing residual (sludge) handling is to send it to the lagoons located in the back of the plant.  This method of handling has caused issues with the plant’s ability to return water back to the headworks as sludge is pulled back to the head of the plant.  Additionally, mitigation of this sludge has proven expensive and is less effective than desired as new sludge is applied as soon as any mitigation is applied.

The Ardurra Group, LLC, has submitted a proposal to collect data on the sludge characteristics and calculate the estimated amount of sludge generated at the Water Treatment Plant.  They will coordinate with multiple residual handling equipment companies to conduct bench testing and analysis of the sludge and on-site pilot tests will be conducted as necessary.  The tests will determine the anticipated percent of solids capture, anticipated percent of cake solids, polymer recommendation and dosage.  The Ardurra Group will evaluate and compare four (4) sludge dewatering alternatives that would allow the sludge to be captured and disposed of in a landfill and allow the water to return to the lagoons where it can be recycled back into the plant.  The proposal from the Ardurra Group has a cost of $74,880.

 

Fiscal/Budgetary Impact: 

This professional agreement is funded out of the 40-506-4241 and is a budgeted item at $75,000.

Staff recommends approval of the agreement with Ardurra Group, LLC.
