Summary: The City Depository is open to Deer Park residents each Saturday from 9am to 4:30pm. There is no fee to use the facility, however, proof of residency must be provided in the form of a current utility bill and driver's license. This service has been very successfully utilized by our residents however, we have some that are taking advantage of the situation.
In some cases it is very obvious that a resident isn't dropping off their own household debris, but are in fact contractors bringing in trailers full of construction materials (sheetrock, masonry, etc.). They are able to prove residency because they actually live here in town. But they are bringing in material that, in most cases, are from construction projects outside the Deer Park city limits.
This causes a few issues, first of all they are utilizing the space that would otherwise be used for proper disposal of waste by citizens. Waiting on them to unload large trailers full can cause other citizens wait for their turn. Secondly, the city is paying disposal fees for their construction work each time we have to haul the debris to the land fill. Not only are we paying disposal fees but also fuel to and from the landfill and wear and tear of our 18-wheel tractor trailers.
There is currently no way to police this situation, as there is no policy to prevent it nor is there any way to enforce it because we can't prove they are contractors disposing of debris. They will always argue that it is their own personal trash.
Sanitation Supervisor, Ben Alexander, took a few photos to show you what we are referring too. He is showing you and example of two repeat offenders but there are others as well.
