Summary:
The sludge generated at the water treatment plant is an ongoing problem. Previous attempts of cleaning out one or more lagoons has resulted in gaining a couple of years of life as the sludge has not been removed from the premises. In a Council meeting on September 6, 2011, the dry sludge from the middle lagoon was moved to the north lagoon and the engineered thought was that would buy the City five to six years. Seven years later, this project is the closest we have come to solving the underlying issue.
Through a previous agreement, a comparison of three methods of sludge handling that would remove the sludge from the water plant were considered. All three options had similar costs over a 20 year cycle but the alternative for the dewatering roll off containers showed to be the least expensive in capital requirements. This agreement with Ardurra Group is to begin the engineering services related to the design and construction of the Roll off Container Alternative of Solids Handling. The Engineering Services Agreement is broken down into four (4) basic services with a cost of $457,362.00 and two (2) additional services with a cost of $38,028.00 for a total of $495,390.00.
Fiscal/Budgetary Impact:
This project is funded from Certificates of Obligation that have already been sold, 52-506-4941.
Recommended action
Staff recommends entering into the agreement with Ardurra Group, LLC for Engineering Services in the Surface Water Treatment Plant Solids Handling Project in the amount of $495,390.00.
