Consideration of and action on an ordinance to amend the FY 2018-2019 Hotel Occupancy Tax Fund Budget for repairs to the truss of the historic bridge at the Battleground Golf Course.

Summary:
At the December 4, 2018 City Council meeting, the City Council authorized the City to seek bids for repairs to the truss of the historic bridge at the Battleground Golf Course. While four potential bidders attended a pre-bid meeting, the City only received one bid on the January 31, 2019 due date from Gibson & Associates, Inc. That bid, in the amount of $471,950.00, exceeds the $250,000.00 amount budgeted for the bridge repairs in the FY 2018-2019 Hotel Occupancy Tax Fund.
At the February 19, 2019 City Council workshop, the City will review the consulting engineer's revised cost estimates for this project, which range from about $325,000.00 - $371,000.00, and will present the available options going forward given the increased cost estimates and the amount of the lone bid received in January 2019. The current options and related budget implications are as follows:
1) Amend the FY 2018-2019 Hotel Occupancy Tax (HOT) Fund budget by $221,950.00 and award the $471,950.00 bid to Gibson & Associates, Inc.;
2) Reject the bid from Gibson & Associates, Inc. and re-bid the project in accordance with the same bid specifications;
3) Reject the bid from Gibson & Associates, Inc. and re-bid the project with revised bid specifications to include one of the following options:
a. Replace the bridge truss structure with a similar type structure to maintain the historic appearance of the bridge (original preliminary cost estimate of $159,300.00); or
b. Remove the bridge truss structure (original preliminary cost estimate of $40,000.00 - 50,000.00).
