Summary:
On February 5, 2019, the City Council authorized issuing a Request for Proposals (RFP) for FEMA Public Assistance grant management services related to Hurricane Harvey. Thirteen (13) RFP packets were sent to potential proposers and one additional potential proposer requested a RFP packet after seeing the public notice/advertisement. A total of six (6) proposals were received by the proposal deadline of March 14, 2019 at 2:00PM from the following:

A Selection/Evaluation Committee consisting of the City Manager, Assistant City Manager, Police Chief, Police Captain, Director of Public Works and City Engineer evaluated and ranked the proposals on the 100-point scale below:

It is proposed that the City Council Resolution authorizing the award of a professional service provider contract for Hurricane Harvey DR #4332 for FEMA Public Assistance Grant Management Services to True North Emergency Management as the top ranked proposer.

Fiscal/Budgetary Impact:
The company’s proposed cost is $27,992 plus travel expenses at the request of the City. The proposed cost is based on the hourly rates and hours estimated by the company to complete the tasks. This cost is an eligible expense as a Standard Directive Administrative Cost (DAC) under the FEMA Public Assistance Grant.
