Title

Consideration of and action on a resolution suspending the May 10, 2019 effective date of CenterPoint Energy Houston Electric, LLC’s requested rate change to permit the City time to study the request and to establish reasonable rates.

Summary: 

 

CenterPoint Energy Resources recently filed a rate application with the Texas Public Utility Commission seeking to increase its base electric rates by $161 million per year ($154 million for distribution and $6.8 million for transmission).  If approved, this would result in a 7.4% increase in wire charges to distribution customers, and a 1.8% increase for transmission service customers.  The average residential customer’s bill would increase $2.38 per month.

 

The City of Deer Park participates in the Gulf Coast Coalition of Cities (GCCC), a consortium which monitors such rate increases.  GCCC attorneys recommend all member cities adopt the attached Resolution which suspends the effective date of the rate increase by 90 days.  This allows all member cities to review CenterPoint’s rate-filing package and determine the best course of action to achieve reasonable rates.  Attached to this item are the aforementioned Resolution, as well as additional information prepared by GCCC including a staff report and a rate impact analysis.
