Authorization on the purchase of software from SEMS Technologies for the Water Treatment Plant.

Summary:  Following the events in early 2019, the Water Plant staff started looking at software to assist with Data Management, particularly as it related to regulatory compliance.  After considering multiple software packages, IT and the Water Plant staff chose SEMS Technologies for their advanced features.

The Data Management software allows a traceable accounting of the data collected on bench sheets from the tests that are run and data collected from field meters or the supervisory control and data acquisition (SCADA) system.  It centralizes the data and allows for the output of multiple reports and trends.  It also allows for the written record to be removed and data entered directly in the computer or on a tablet either in the plant or at one of the remote sites.  Current data is written on an excel spreadsheet.  Some of this data is entered in so that reports can be completed, but a majority is only entered when a project requires it.  The SEMS Technologies software also comes with an Asset Management portion that allows for workorders and assets to be managed within the same software platform.

SEMS technologies proposal has a cost of $59,222.50 and includes the software suite, 5 desktop users, 3 mobile users, regulatory and Asset Management components, implementation, training, and followup.  The SEMS Technologies software is sole source as it is the only comprehensive system to include the multiple components within a single software package.

 

Fiscal/Budgetary Impact: 

This software was budgeted in 400-503-4279 at $60,000.00.

Recommended action

Staff recommends approving the purchase from SEMS Technologies.
