Consideration of and action on an amendment to CDM Smith’s professional service contract for extended project management related services on Phase II of the Waste Water Treatment Plant project.

Summary:
On October 10, 2015, council authorized staff to enter into a contract with CDM Smith for the design of Phase II of the Wastewater Plant renovation. On completion of final design, CDM determined that because of the complexities of keeping the plant operational, the time to complete the project was going to take 28-months instead of the original 24 months. Council approved adding $444,000 to their contract for project management and construction oversight.
On June 6, 2017, a construction contract was awarded to LEM Construction for phase II of the wastewater plant renovation for $13,636,685. Due to weather and construction related delays the contractor is behind schedule requiring CDM Smith to extend project management related activities for Task 4: Design Services During Construction and Task 5.C Construction Administration and Inspection Services, in the amount of $31,140.00. The attached agreement provides a detail description of each of these task.
This contract amendment accommodates a 7.5-month extension of services by CDM Smith from the end date of their current contract.
Fiscal/Budgetary Impact:
The additional funding of $31,140.00 will be funded out of Water and Sewer Certificates of Obligation Series 2017-A

Staff recommends amending CDM Smith’s contract for extended project management related services.
