Consideration of and action on an ordinance to postpone the General Election on May 2, 2020 for the election of the three council members position numbers four, five and six and also postponing the Special Election on May 2, 2020 on a proposition of the adoption of a Type B additional sales and use tax within the City at the rate of one-half of one percent until November 3, 2020.

Summary: Due to concerns regarding COVID-19, Texas Governor Greg Abbott issued a proclamation on March 18, 2020 suspending certain provisions of the Texas Election Code to allow all local subdivisions that are utilizing the May 2, 2020 uniform election date to postpone their election to the November 3, 2020 uniform election date. In your packet you'll find the Election Advisory 2020-12 with important factors related to postponing the Election to November 3rd. I have listed some noteworthy factors to include:
1). The postponement does NOT have the effect of reopening candidate filings.
2). All applications for a ballot by mail, for reasons of age or disability that were filed for the May 2nd Election will be valid for the November 3rd Election. All applications for a ballot by mail submitted for reason due to absence from the County will NOT be valid for the November 3rd Election and will have to submit a new application.
3). Requirement to use County Election Precincts in November Election: which means the City would have to have election equipment/workers at each of the polling locations that the county uses in Deer Park.
4). Voter registration for the November 3, 2020 elections deadline is October 5, 2020. That the deadline to submit an application for a ballot by mail for the November 3, 2020 elections is October 23, 2020. And the early voting period for the November 3, 2020 elections is October 19 - 30, 2020.
A revised Election Calendar for the November 3rd Election will be sent out upon approval.
