Consideration of and action on an agreement with KIT Professionals, Inc for assistance meeting the requirements of the American Water Infrastructure Act (AWIA)

Summary:
The American Water Infrastructure Act (AWIA), Section 2013, passed in October 2018. In late 2019, details regarding the requirements of the AWIA began emerging. The act contains new requirements for risk and resiliency planning and documentation for public drinking water systems. It includes provisions and deadlines to assess and address risks from natural and man-made hazards and requires the development of plans for emergency response and improved resiliency against identified risks.
The AWIA requires community water system serving a population greater than 3,300 to provide the RRA, an all-hazards approach with relative probabilities of occurrences to critical utility assets at risk and develops associated management strategies to mitigate the risk. This assessment covers pipes and constructed conveyances, physical barriers, source water, collection and intake, pretreatment and treatment, storage and distribution facilities, and electronic, computer and other automated systems. It also requires the following areas to be considered:
• Risk from malevolent acts and natural hazards
• Resilience of system components
• Monitoring practices and cyber security
• Financial infrastructure of the utility
• Use, storage and handling of various chemicals
• Operations and maintenance
• Evaluation of capital and operational needs for risk and resilience management
• Consideration of proximity and dependent risks.
• Strategies and resources to improve resilience, including physical security and cyber security
• Plans, procedures and equipment to reduce impact on public health
• Detection Strategies
The Emergency Response Plan creates plans and procedures that can be implements before and during emergencies, providing utility staff with well-defined responses intended to maintain service, minimize disruptions, and restore service during times of crisis.
The deadlines are based on size of the system. Our system, 3,300 to <50k, requires the RRA prior to 6/30/21 and the ERP within 6 months of the RRA.
On December 3, 2019, Council approved the issuance of a Request for Qualification for engineering services to assist with the meeting the requirements of the AWIA. Three firms presented their statement of qualifications and KIT Professionals was selected to provide a proposal. Their proposal includes 4 primary tasks and totals $99,820.00.
Fiscal/Budgetary Impact:
This project will start this fiscal year and be completed during the 2020/2021 fiscal year, therefore funding is proposed to be as follows: $41,407 will be funding out of this year’s contingency funds and the remaining $58,413 will be budgeted in the 2020/2021 fiscal year budget.
Recommended action
Staff recommends approving the agreement with KIT Professionals.
