Authorization to reject bids and rebid for the Dow Park Concession Stand Project.

Summary:
The City of Deer Park Parks and Recreation Department solicited bids for vendors to complete the construction of a new concession stand at Dow Park in the City of Deer Park. The City received five (5) competitive bids for construction services on March 5, 2020. Bids received were from Status Construction, CMC Development, Perry Construction, Portfolio Builders, and Frost Constriction. Please see attached bid tab document.
The Parks and Recreation Department has evaluated the bids received. The concession stand is planned to be a 1,200 square foot facility to be utilized by sports organizations for concession operations, score keeping, and storage. The concession stand would be located on the south side of Dow Park adjacent to Bowyer field. The City utilized the "competitive sealed bids" method for this solicitation. The low bidder's proposed cost is considerably more than the funds allocated in the FY 19-20 Capital Improvement budget line item for this project. Although the bid specifications provide significant detail, construction costs associated with design elements were significantly higher than anticipated. It is recommended that the bids be rejected and the a new solicitation be authorized using revised plans and bidding documents for this project which are intended to lower construction cost while still meeting the needs of the City and the sports organizations. One of the revisions would be to identify the score keeping addition as an alternate bid, which would could allow this to be included in the bid award if the new bids are lower.
Due to the Covid-19 pandemic, staff was tasked to review capital projects that could possibly be deferred to future budgets. Staff determined that the Soccer Field project would be deferred and the Dow Park concession stand would proceed forward as an immediate need.
