Summary:
Delo-Elaine, Section Two (2) Subdivision is located west of Luella Avenue and Kitty Street. According to consulting engineers CobbFendley’s drainage analysis, the subdivision experiences substantial surface water sheet flows. The Delo-Elaine drainage improvements project is in-progress and will assist with the drainage, but an easement was needed in this subdivision to install a storm drain that would take surface flows from Kitty and Velma Streets and allow them to outfall into the adjacent channel B112.00.00 (Willow Spring Creek Bayou).
A fifteen (15) foot drainage easement and temporary five (5) foot construction easement are necessary in order to complete the drainage project.

Staff recommends approval and acceptance of the dedication of a fifteen (15) foot drainage easement and temporary five (5) foot construction easement in order to provide better drainage service to the residents in the Delo-Elaine, Section Two (2) Subdivision.
