Summary:
The Fiscal Year 2021-2022 budget for the Golf Course Lease Fund includes $429,196.00 for the replacement of the Boral clay roof at the Battleground Golf Course. As discussed during the Fiscal Year 2021-2022 budget process, the roof has experienced numerous leaks and damage in recent years. During the regular City Council meeting on December 7, 2021, City Council will be asked to authorize Tremco Incorporated, via the Omnia Partners cooperative purchasing program, to perform the roof replacement.
In a letter dated October 26, 2021, Tremco Incorporated recommends adding a $20,804.00 contingency to the project. Until the roof is removed, it is not known, given the amount of leaking, if the wood decking will also require repair or replacement. If a contingency is not included and during the project it is determined that the wood decking does require repair or replacement, it would delay the project until City Council could take action to approve the additional funding. Any such delay would leave the building vulnerable to further damage until the project could continue to complete the roof replacement. Adding a contingency would allow for immediate repair or replacement of the wood decking to complete the roof replacement in a most timely manner.
Given the current inflationary environment, the City also recommends a contingency amount of $30,000.00 be added to the project (note: this amount will only be spent if necessary). Because adding this contingency results in a cost that exceeds the amount budgeted, a budget amendment in the amount of $30,000.00 is requested to appropriate the additional funds necessary in Fiscal Year 2021-2022.
