Summary:
On February 5, 2019, the City Council authorized issuing a Request for Proposals (RFP) for FEMA Public Assistance grant management services related to Hurricane Harvey. Thirteen (13) RFP packets were sent to potential proposers and one additional potential proposer requested a RFP packet after seeing the public notice/advertisement. A total of six (6) proposals were received by the proposal deadline of March 14, 2019 at 2:00PM from the following:

* H.W.G. Consulting LLC DBA HW Government Consulting
* MPACT Strategic Consulting LLC
* P&N (Postlewaite & Netterville)
* Public Management
* True North Emergency Management
A Selection/Evaluation Committee consisting of the City Manager, Assistant City Manager, Police Chief, Police Captain, Director of Public Works and City Engineer evaluated and ranked the proposals on the 100-point scale below:
